Florida Linkage Institutes have been created by the Florida Legislature to assist in the development of stronger economic and social ties between the State of Florida and strategic foreign countries. Each institute is affiliated with a university or community college and sponsors specific country or countries. Only international students from these countries may apply for the Linkage tuition waiver program. International students who are selected for this program receive the in-state tuition rate for course fees. Students who receive this award are required to return to their home country within three years after their tenure of graduate or undergraduate degree or may be required to pay back the equivalent amount waived. Transfer is most successful for students who have completed the AA degree from a Florida public community college, or 60 transferable semester hours at an accredited college or university. As a junior transfer at this level, students must have earned a minimum of a 2.0 at all institutions attended, have completed the foreign language requirement, and have completed the pre-requisite coursework for the intended major.

The University of Florida requires a minimum TOEFL score of 213 when taking the computer-based exam, a score of 80 when taking the internet-based exam or a score of 550 on the paper-based exam. Students whose native language is not English, with two years or more of university coursework, and graduate students are required to present their TOEFL score results. Graduate students can view the for additional test requirements.

The University of Florida recognizes two types of undergraduate transfer students. The first type of transfer student has earned 13- 59 transferable semester college hours. This type of transfer student would be a freshman or sophomore on the UF campus. Due to a lack of space, this is the most difficult way to transfer into UF. In the recent past, requirements to transfer in this category have been close to, or equivalent to, the Honors Program requirements. This means a student must have a weighted 4.0 high school GPA as computed by UF, a minimum of 3.0 on all college work attempted, and a 1400 SAT or 33 ACT.

An orange grown in Florida usually has a thick and tightly fitting skin, and is also heavy with juice. Californians say that if you want to eat a Florida orange you have to get into a bathtub first. California oranges are light in weight and have thick skins that break easily and come off in hunks. The flesh inside is marvelously sweet, and the segments almost separate themselves. In Florida, it is said that you can run over a California orange with a ten-ton truck and not even wet the pavement. The differences from which these hyperboles arise will prevail in the two states even if the type of orange is the same. In arid climates, like California's, oranges develop a thick albedo, which is the white part of the skin. Florida is one of the two or three most rained-upon states in the United States. California uses the Colorado River and similarly impressive sources to irrigate its oranges, but of course irrigation can only do so much. The annual difference in rainfall between the Florida and California orange-growing areas is one million one hundred and forty thousand gallons per acre. For years, California was the leading orange-growing state, but Florida surpassed California in 1942, and grows three times as many oranges now. California oranges, for their part, can safely be called three times as beautiful.
