For the majority, however, factory work in the early years of the 19th century resulted in a life of hardship.

I believe that appropriate industrial relations laws can lead to good industrial relations however forming these policies won’t be easy; the government needs to address the current issues and work together with workers, employers and unions to come to an informed and well balanced decision.
